Born and raised in Athens, he studied Law at the University of Athens. He obtained his degree with magna cum laude. He took his master's degree at Athens University , in the field of Political Science.

He served his military service as Navy officer (Ensign).

In 1981, he joined the diplomatic corps of the Hellenic Ministry of Foreign Affairs and became Embassy Attache. He served in various political departments of the Ministry, before assigned in New York, with the Permanent Mission of Greece at the United Nations.

While in this post, he was elected Rapporteur and then Vice Chairman of the First Political Commission of the United Nations, dealing with Disarmament. He also followed all Security Council matters, in particular Cyprus as well as security problems arising from the fall of the ex-Soviet Union.

In 1992, he was transfer back to Athens, where he served in various posts. In 1995 he was asked to establish a new Department at the Ministry and became the first Co-ordinator for bilateral economic co-operation. His mandate was to promote Greek economic interests abroad in particular with the countries of south-east Europe. During his term (1996-1998), Greek direct foreign investments in all countries of S.E. Europe rose quite notably and the Ministry of Foreign Affairs has a great share in this success.

In December 1997 he was posted as Deputy Head of Mission at the Greek Embassy in Tirana, Albania, where he served until august 1999.

He returned to Athens for several months to assist in the establishment of the "Centre of Policy analysis and Planning", the "think-tank" of the Ministry, where fundamental issues of foreign policy are being exhaustively analysed and policy proposals are being drafted for the Minister.

On January 10, 2000 he assumed his new post in New York, as Consul General.

He speaks English, French and Italian.
